Who pays to replace a lead service line?

Short answer

It depends on your utility. In many cities the property owner owns the private side, but programs range from fully free (NYC eligible areas, Detroit, Denver, Cincinnati) to loans (Columbus LEAP, Philadelphia HELP) to owner-paid options (Milwaukee Owner Request). Check your city page before hiring anyone.

Frequently asked questions

How can I tell if my water pipe is lead?

Find where the water line enters your home, usually near the meter. Lightly scratch it with a coin or key. Lead is soft, dull gray, scratches to shiny silver, and a magnet will not stick. Galvanized steel attracts a magnet. Copper scratches to a penny color. Confirm with your utility.
