Renters and landlords
Short answer
Owners usually control service line replacement, but some utilities accept tenants: Detroit takes permission from an adult occupant, including tenants, and Denver Water’s consent form can be signed by a tenant. Renters should notify the landlord in writing and share the program link. Landlords should return consent forms fast.

If you rent

- Find out if your building is listed as lead or unknown on your utility’s map.
- Email your landlord the program link and ask them to sign any consent form.
- Ask the utility whether occupants can authorize work (Detroit and Denver do).
- Ask if your city offers a free water test.
If you’re a landlord
- Sign and return consent forms promptly; Milwaukee’s superintendent said gaining owner consent is a recurring hurdle (WTMJ, Apr 22, 2026).
- Check unit caps and commercial-use rules for your building.

Frequently asked questions
Can my landlord charge me for replacement?
That depends on your lease and state and local law, which we don’t cover. Contact your local tenant resource or legal aid. Many programs cost the owner nothing.
Are multi-unit buildings eligible?
Some programs cap unit counts: Chicago Equity (1–2 units), Milwaukee and Pittsburgh reimbursement (up to 4), Philadelphia HELP (up to 4). Check your city page.
