Short answer
During DC Water's planned replacement projects, the private side is replaced at no cost when the owner signs a Right-of-Entry form. Owners outside a project can request replacement; the Lead Pipe Replacement Assistance Program (LPRAP) gives a discount of up to 100% for private-side-only replacements.
